Looks like a cold morning when this high wheeled vehicle made its way out next door from Mike's Barbershop (New York, Detroit, Chicago?). Taking the wooden planked slope from inside(?) it may have been a first outing. With the thick snow porridge we're not sure this is the best day for a test drive. On the other hand a high wheelers is basically designed for these road conditions... We don't recognise the vehicle, but the small engine with direct geardive to the right wheel suggests it is in electric drive. When you click the enlargement you can see the wiring going upwards to the pick-up part of the car, probably housing the batteries. Over to you for identifying.
